At the request of the Department of Health and the National Assembly for Wales, a joint review of the NHS Pension Scheme began in 2003. After three years of discussion and consultation of staff, a joint proposal for review was issued by NHS management and staff-side representatives in August 2006. This document formed the basis of a wider consultation that began in September came to an end on 30 November 2006. NHS Employers and the trade unions are now considering the responses in detail before having to draft final joint recommendations for Health Ministers.
